I've updated my skill planner to include all of the skills now available on the market.
Jaabaa's Mini Skill Planner
It is a small Java application that processes the XML DATA from My Characters, you have to download it and save it to your hard drive then open it with my application.
To launch the appliaction all you have to do is double click on the file called "eveskill.jar".
It displays all the skills you have and the combined time it would take to train them to any level and the date/time they would complete if you were to start training them immediately in your local time zone.
There is also an option to save the results as an HTML file.
If you have a skill that the application doesn't know about you can add it yourself to the file "skills.xml" and I wouldn't mind being informed about it too so I can update the zip file accordingly.
I hope this helps someone, and please let me know what you think of it.

You need the XML data from the skill tree page, but CCP has disabled it atm.

Unzip the eveskill.zip into a directory of your choice. Save the "XML DATA" to a file of your coice (I save mine as "Jaabaa Prime.xml"). Double click on eveskill.jar, when the window opens go to "File -> Open" in the menu and select the XML file that you downloaded. Voila ...
Update: I messed up "Guided Missile Precision" in the skills.xml file, it says it is a "Rank 2" skill although it is really a "Rank 5" skill. I just edited a copy of my XML to match what you said and this is what I get displayed:
Attribute - Base value - Effective value Intelligence - 8 - 25.3 Charisma - 8 - 25.3 Perception - 8 - 25.3 Memory - 8 - 25.3 Willpower - 7 - 24.20

I would be able to do that IF CCP were to put in the correct SP value for the skill that is currently training and maybe a timestamp when the XML was generated (failing that I could use the file timestamp), but CCP really has to include the current SP value of the skill in training and not just the SPs it had when training started.

Science is a rank 5 skill so the time shown *should* be correct. I entered level instead of rank, you are of course right. It is a rank 1 skill. I've updated the file to reflect this.

That's easy to do. Just add the skills to a copy of your downloaded character skills (the XML file) and load it in the planner. You have to make sure it's the correct format though.

I don't want to mess about with account names and passwords or any of that stuff that might make people suspicious of using it. I find that saving the XML yourself where and when you want is the best option.
I'm not sure about making a VCS file, as it's easy enough to enter an entry in your calender application of choice yourself. I mainly use it to figure out how I can piece together my training to match RL commitments, sometimes splitting training into 2 or more blocks when I am away on business.
I do agree that I should make a readme file explaining exactly what you need to have to run the application and how to use it. User documentation was never my strong point 
I was thinking of adding an "Add skill" feature, so you can add a skill to the planner just to see the training times, and maybe a way of adding or switching implant bonuses to allow people to see what effect those extra few points would have on their training times, the same for the learning skill levels too (atm I just make a 2nd copy of CCP's XML file and fiddle about with that). The times displayed a cumulative, if you have level 1, the time displayed in the lvl 4 box is the combined time required for levels 2,3 and 4. That isn't a skill dependency but a ship type dependency, you don't have to have astrogeology 5 to train barge to level 5.

** UPDATE ** Added a tree view of all skills with the training times of the skills you already have to get them to the required level.
At the moment it doesn't do the calculations for skills which you don't currently have, I'll do that another day.

I'm working on that Han Iolo, the problem is repeated pre-requisite skills requiring different levels for the target skill.
I have to do two things to make that happen:
1) Remove multiple duplicate requirements 2) Take highest time if there are multiple duplicate requirements
Then I can show the totals and start displaying the training times for other levels of skills that you don't yet have.
As example, just say you want to get into a dread but only have spaceship command 4, it would then show how long with your current attributes it would take to train spaceship command to level 5, advanced spaceship command to level 5 and display that time beside capital ships. --

I) think the last time I mined, Noah was still a boy. I guess I missed this, could some kind soul please post the exact skill name and group (I assume Industry), primary and secondary attributes so that I can add this skill to the file 
Any other missing skills will also be added ASAP, so don't feel ashamed to post if you have something elite that isn't currently on the market.

The only time the top area is bjorked is hen you have +5 implants because for some reason they are not included in the XML data that CCP provides. Well at least they weren't a month ago.

The .zip file has been replaced with an image saying it doesn't meet eve-files.com hosting terms. (it took me some time to figure out it was actually a Jpeg and not a Zip file I downloaded )

I've updated the skills file to include all the skills that are in the database, even the ones that aren't published yet so you'll have to take those values with a pinch of salt. You can see them in the skill explorer. The only ones that aren't in there are the skills that need "Polaris".
It's all generated straight from t20's export now where as before I was manually maintaining it, so hopefully I didn't mess up somewhere. --

I only started looking at J2ME today, but I've been wanting to do this for ages.

It is currently only a skill information system where you can see the skill groups and various details about the skills.
I'll be adding character management in the near future allowing you to add characters and define their skills and attributes.

That's because those skills don't required frigate 5 to train.
The frigate skill is a racially typed skill and is required for the various ship types in these categories. --
